From Brussels to Verviers in 1919

This letter was sent from Brussels on 26 November 1919 to Verviers where it arrived the next day. The back bears a cindrella advertising an automatic letter opener.

Characteristics:

10c+10c single, glued in awkward position
Insufficient franking (15c were needed)
Stain in upper-right corner perhaps from removal of a second stamp, which had not been cancelled (perhaps a 5c stamp to make the exact franking)
Cancel of arrival and cindrella on back
Piece of back flap missing
