Verviers local in 1919

This cover was sent from Verviers on 13 May 1919 with insufficient postage. It was then stamped with a big black T and affixed with 80c of postage due. These postage-due stamps are those with the town name printed across (more valuable!).

Characteristics: Red Cross 1c+1c and pair of 2c+2c, plus postage-due stamps Scott J15 and J16 Total franking = 5c T mark, smudged No cancel of arrival (?)
