Professor Stephen Taylor received the Secretary of Defense Medal for Outstanding Public Service for exceptionally distinguished public service as a Program Manager in the Defense Advanced Research Projects Agency's Advanced Technology Office and Strategic Technology Office from January 2004 through January 2008.
The citation reads: "Dr. Taylor created significantly increased capabilities for the Department of Defense (DoD) and the nation. He initiated and managed the development of several significant warfighting capabilities for one of the Department of Defense's priority mission areas which led to accelerated transition to users to close operational gaps. Dr. Taylor developed a substantial portfolio of programs that produced scientific breakthroughs in areas previously thought to be resolved or unsolvable. His commitment and drive to accomplishing program goals resulted in the creation of new partnerships among the scientific, military and intelligence communities. The operational partners requested permission to sign Memoranda of Agreement for transition and committed significant financial resources to the continued development of these technologies. The distinctive accomplishments of Dr. Taylor reflect great credit upon himself, DARPA, and the Department of Defense."
